Ukrainian President Volodymyr Zelenskiy announced that Ukraine and top U.S. officials have reached alignment on the core principles of a post-war reconstruction plan, marking a significant step toward shaping an eventual settlement to the nearly four-year conflict with Russia. Zelenskiy held talks with U.S. President Donald Trump’s son-in-law Jared Kushner, Treasury Secretary Scott Bessent, and BlackRock CEO Larry Fink, focusing on what he described as an essential “economic document” that will guide Ukraine’s recovery.
Zelenskiy emphasized that both sides agree reconstruction must be built on strong and lasting security. According to him, economic growth and long-term investment in Ukraine will only be possible if the country’s security concerns are fully addressed. The meeting, attended by Prime Minister Yulia Svyrydenko, senior military officials, and other Ukrainian leaders, also included discussions on a comprehensive 20-point framework designed to end the war. Two additional documents under review cover security guarantees and economic priorities for the post-conflict phase.
Kushner has become a central mediator in ongoing peace negotiations between Ukraine and Russia. His recent diplomatic activity included five hours of talks with Russian President Vladimir Putin at the Kremlin, followed by meetings with a Ukrainian delegation in Florida. Known for his previous involvement in brokering a ceasefire between Israel and Hamas, Kushner has also contributed to reconstruction proposals for Gaza—experience that is now shaping discussions on Ukraine’s recovery.
A major component of Ukraine’s reconstruction strategy is establishing an investment fund targeting key sectors, including rare metals, which are of strategic interest to the United States. Prime Minister Svyrydenko has been instrumental in advancing this initiative.
Meanwhile, leaders from Britain, France, and Germany held a call with Trump to coordinate on U.S.-led peace efforts, describing the moment as pivotal. On Thursday, the EU-led “Coalition of the Willing,” a group of nations supporting Ukraine, is scheduled to continue diplomatic consultations as momentum builds toward a potential agreement.
