Russia has issued a strong warning that any deployment of foreign military forces or infrastructure in Ukraine would be considered direct foreign intervention and treated as legitimate military targets. The statement was released on Monday by Russia’s Foreign Ministry, citing comments made by Foreign Minister Sergei Lavrov in response to media questions.

According to the ministry, the presence of Western military units, bases, warehouses, or logistical infrastructure on Ukrainian territory poses a direct threat to Russia’s national security. Moscow emphasized that it would not differentiate between nationalities, stating that all foreign contingents, including German troops or forces from other NATO countries, would be viewed as lawful targets by the Russian Armed Forces if deployed in Ukraine.

The warning comes amid ongoing discussions among Western nations about a potential military deployment to Ukraine as part of efforts to secure or monitor a future peace agreement. Russia has repeatedly opposed such proposals, maintaining that the involvement of Western troops would escalate the conflict rather than stabilize the region.

At the same time, the Russian Foreign Ministry praised U.S. President Donald Trump for what it described as “purposeful efforts” to resolve the war in Ukraine. Moscow said Trump demonstrated an understanding of what it calls the fundamental root causes of the conflict, particularly NATO’s eastward expansion and the alliance’s growing engagement with Ukraine. The ministry described Trump as one of the few Western leaders willing to engage in substantive dialogue without imposing what it called “meaningless and destructive preconditions.”

Diplomatic efforts to end the conflict are continuing, with the United States leading talks aimed at reaching a settlement. A second round of three-sided discussions involving Russian, Ukrainian, and U.S. representatives is expected to take place later this week in the United Arab Emirates.

Despite these talks, major obstacles remain. One of the most contentious issues is Russia’s demand that Ukraine cede internationally recognized territory, including the entire Donbas region. Kyiv has firmly rejected these demands, particularly regarding areas that Russian forces have not occupied.

Moscow has reiterated that it will not tolerate Western military involvement in Ukraine, underscoring that any such move would be seen as a direct intervention with serious consequences for regional and global security.
