Efforts to restart Ukraine-Russia peace negotiations stumbled as Russian President Vladimir Putin declined to attend talks in Turkey, instead sending a low-level delegation led by adviser Vladimir Medinsky. Ukrainian President Volodymyr Zelenskiy, criticizing the move as disrespectful, announced that his defense minister, Rustem Umerov, would lead Kyiv’s delegation. The meeting, set for Friday in Istanbul, marks the first direct negotiation attempt since March 2022.
Hopes for progress were further dampened by U.S. President Donald Trump, who declared no resolution would occur without a direct meeting between him and Putin. U.S. Secretary of State Marco Rubio echoed this sentiment, calling the current process a “logjam” and downplaying expectations.
While Russia accused Ukraine of staging a “show,” Zelenskiy emphasized that Ukraine is seeking a 30-day ceasefire, though Putin insists truce details must be negotiated first. The Kremlin claims a pause would allow Ukraine to regroup and rearm. Meanwhile, Moscow’s forces continue to make gains in Donetsk, capturing new settlements as the war drags into its fourth year.
Talks remain stalled over key issues such as Ukrainian territorial concessions, NATO membership, and security guarantees. Russia demands Ukraine become neutral and relinquish land, conditions Kyiv rejects as surrender.
Despite the symbolic setting of Dolmabahce Palace, no Ukrainian officials appeared for the opening discussions, leaving reporters waiting and the Russian team without counterparts. Trump, frustrated by the lack of progress, reiterated that meaningful talks would only happen if Putin meets him directly. With tensions high and battlefield dynamics shifting, the diplomatic deadlock underscores the deep divide between both sides—and the growing influence of U.S. politics on the peace process.
